How providers use it

Most providers bill per second and publish the rate per second or per hour. A rate per vCPU-second times 3,600 is the rate per vCPU-hour.

What it does not cover

The vCPU-hour rate covers CPU only. Memory is billed per GiB-hour, unless the provider includes it.
